Restrictive development plan - is buying land worth it?

We also have such plots here. Weekend areas... back then, only habitable in the summer season. They are now being changed to be habitable year-round. I don’t know the details, but something is happening regarding the development plan, whether it exists or not. I think it’s good if they make these areas open for new construction and year-round living, with some kind of limitation on height or size. Then it can also be special, fine by me.

Thank you all for the further comments and interpretation attempts. Unfortunately, while I was still thinking it over, someone else snapped up the property... oops: Therefore, the problem has for now resolved itself
