So the father is a former farmer. What the brother has to do with agriculture, I did not gather from the story. If you don’t just want to keep your own horse there (and preferably are also an equestrian), I would see you as more suitable to operate the horse-related part of the farm than your brother (?)

My father is, I inquired again today, a "farmer with agricultural income from renting and leasing."
My brother would then take over this part as a secondary occupation.
Please don't hold me to it, I personally don't know much about it.

The housing shortage is worthless to you: it’s more of a concern for the local municipality, while the "lower" landscape protection through the regulation of almost no permissions in the outer area is the responsibility of the district. I’m also not allowed to slaughter myself just because my grandfather was a butcher. The only leverage I see you could use is your own professional connection to the farmstead, with which you could establish an "operating apartment." However, I can’t tell you how many (external) horses this would require.

I had hoped that the housing shortage might make this easier, since in Bavaria it is currently the case that these options exist. :-/
Raising horse keeping "professionally" has also been an idea I’m considering. However, I reckon that 5 horses won’t be enough :cool:

Who lives there instead of you - would there be an unoccupied one that could be given up?

"Stranger" tenants live in the apartments. This is not an option for us, as the entire building is already relatively dilapidated and aged. Something always needs repairing, etc. My brother would then take care of this at his own expense. Obviously, he is taking over the farmstead. However, my father does not want a demolition or a complete renovation of the family house.

If I remember correctly, secondary employment was not sufficient to maintain the existing rights in the outer area. Perhaps that has changed since then.

The responsible agricultural chamber usually provides quite competent advice on such inheritance and legal matters. I would contact them to find out what such [Altenteilregelungen] can look like.

I think 1 would even be enough. You then simply offer carriage rides as a business. Whether that would allow you to build a house there, I have my doubts. But you never know.
