Is this what you are looking for? If yes, this is Sto Sil Putzgrund, as brush plaster. So rolled on and immediately wiped in large strokes with a block brush, ceiling brush structure by a second person. Replaces putty and wall paint. But can still be painted over.

I think that is already too much texture. But maybe worth a try if it can also be filled (?).

Some areas feel like extremely fine sandpaper, others are quite smooth without texture and just slightly recessed (where there is no grain on the surface). And I think you can barely see these differences after painting. Maybe I also have to fill and sand a bit more roughly so that the filler doesn't become completely smooth...?

The description does not sound like Q3, especially not in good quality.

Have you ever discussed your observation with the cleaners? If yes; what did they say?

If no; why do you want to try to fix it yourself? It can only go wrong. By the way, one or more pictures also help.

For my part, I would guess it was not sanded (enough).

Correct, it wasn't sanded at all. Our construction advisor/surveyor says the quality corresponds to Q3. The few blemishes could be criticized, but you can also fill them yourself. These indentations I'm talking about are really minimal. You wouldn't be able to see them in a photo. But I'm uncertain whether they would be visible later after painting under raking light, because some areas appear somewhat duller than others. But maybe I'm just overthinking it again...

I have never heard of Q3 without sanding. Sounds more like Q2. I wouldn't even paint over Q3 directly - it just doesn't look good. What speaks against a fleece?
