I also had the case that the cable was still connected in our house that was supposed to be torn down.
So I called Telekom and they said the connection was dead. I almost expected that, because the house had been empty for about 15 years. The lady then just said I should cut the cable and try to tie it somewhere so they can reconnect to the cable for a new connection.
I also have to pay the mentioned 800€, you always pay that when making the connection.
You can also have your connection socket installed outside the house, basically surface-mounted. Then it costs nothing at all.
