Remove old insulation and replace it?

Honestly? Leave the roof with the already decent insulation as it is. Add another layer of mineral wool to the attic (or similar insulation). The effort you want to put in now a) will never pay off (since only a small part of the envelope is insulated) and you might save a few percent (no idea how much, depends on the area being insulated) energy. 3%? 4%? But definitely not really noticeable.
