Hello,
we recently bought a house from a developer. Before signing the purchase contract, I was assured that moving an interior wall by about 60cm would not be a problem (unfortunately I do not have this in writing, only a sketch and notes from the meeting). Now I have noticed that the wall was not moved. When I asked the site manager about it, he initially could not remember the appointment (later he could) but then said he would advise against it because the building authority might object to this and it is quite possible that we would have to undo everything (which of course would be very time-consuming and expensive if the parquet and everything else had to be redone). By the way, the neighbor made the same change and this obviously was not objected to. Here is my question:
1. To what extent does this change actually violate building regulations?
2. How likely is it that something like this will actually be objected to?

I am somehow very unsettled because I also have a bit of a feeling that the site manager wants to talk me out of it because he messed up the whole thing himself and now a bigger effort and costs have arisen because of him. I really hope that someone can help me as soon as possible.

I think the building authority doesn't really care how you make your interior walls. As long as the exterior appearance is not changed, they are not bothered by it. It's different with the structural integrity. If the wall is load-bearing, then that should have been taken into account beforehand (possibly more and different positioning of the reinforcement in the ceiling ....)

Since I am not a 'professional' but only rely on my own experience (I have done various buildings over the past years and this happened quite often) this is just my personal opinion (experience) ...

As long as you don't make any significant changes from the outside, e.g. adding a bay window or increasing or decreasing the external dimensions or shifting the house, there are no problems. You can design your house from the inside however you want. Besides, you are not the only one making changes. A lot of time passes before construction begins, so you will often look over the floor plan and consider whether it should really be done that way – so don’t stress.

It does not violate any law and is not being objected to. Individuality involves effort and work for a property developer - who is now trying to talk their way out of it.

In my opinion, this is nonsense. Who is the property developer?

In our case, some walls were also not finally determined during the building permit application. In addition, many windows are now positioned differently in our house.

As long as the interior wall has no load-bearing function => statics, it can be easily relocated; the building authority is not concerned.
