If you applied Scheuer's tactic from the toll to house construction, you would have to:
- pay the general contractor first
- then negotiate the contract
- in the end submit a building application for a plot in a nature reserve...

probably the general contractor would first have to charge an excessive price and transfer this as a kickback to the client’s Cayman account. The bank pays everything, and a small personal bankruptcy is not such a big deal nowadays.
