Municipalities usually do not reserve plots for construction companies.

Well, it was like that with us. There were still two leftover plots for weeks. Eventually, the municipal subdivision plan said "reserved". At the same time, they appeared in Allkauf Haus offers on Immowelt. Although not directly with an exact location designation, both plot sizes in the respective offer matched exactly. I do think that some building authorities do rely on such companies to get rid of the remnants as well.

Thank you for the feedback! Your experiences match my gut feeling that these are more like "bait offers." I am reluctant to invest time and energy in such offers if they ultimately turn out to be just hot air.
