Questions about the energy standard

Hello,

we are currently considering buying a mid-terrace house and have a specific property in mind.
We now also have the construction description and came across the following statement:

Thermal insulation
The thermal insulation is carried out according to the Energy Saving Ordinance 2014 (Energy Saving Ordinance 2014).
The energy certificate will be handed over upon occupancy.

What I am specifically missing here are the classifications from earlier. Does building according to the Energy Saving Ordinance 2014 really mean that the energy efficiency is like, for example, the former KfW70 standard? What are the minimum requirements in this regard?
Furthermore, it seems to me that the Energy Saving Ordinance 2014 system is not taken into account at all by the KfW Bank?!?

I believe that means they build as they want but at least according to the legal regulations (they have no other choice). I think otherwise, more can only be inferred from the [Bauleistungsbeschreibung].

The construction performance description is unfortunately not more informative either:

Building insulation
The upper floor ceiling in the houses with gable or shed roofs is insulated on the top side according to the energy saving ordinance calculation. In the houses with flat roofs, the insulation is carried out in the roof structure as a warm roof with blockwise parapet or inverted roof with continuous parapet and extensive greening.
The exterior walls receive a thermal insulation composite system according to planning and energy saving ordinance calculation (based on Energy Saving Ordinance 2014), plaster structure and color tint according to the architect's color concept.
The basement exterior walls are provided with thermal insulation boards of the required thickness facing the soil. Thermal and impact sound insulation is installed on the floor slab under the floating screed.

If built according to the Energy Saving Ordinance (old), it is practically KfW100. I don't know to what extent the Energy Saving Ordinance (new) means KfW<100. Besides, the Energy Saving Ordinance actually has nothing to do with KfW.

That probably means that they build according to today's minimum standards. So nothing with KFW70.

The tightened requirements of the Energieeinsparverordnung 2014 do not come into effect until 2016?, so they do not apply to a building application submitted today.
