Professional tile installation or misplanning?

The tiler was probably paid by the hour and likes cutting tiles. If that was intentional, good job. If the construction manager ordered it that way, you're out of luck. I would have it done again, if necessary at your own expense with your own tiler. A balcony doesn't cost the world. In any case, I would say it's not worth a dispute.
