Process of purchasing a plot of land

200k for the plot. How much is the house supposed to cost then?

Well, it’s not quite 200k
180k including additional purchase costs for the plot, another 400k planned for the house. And then we’re broke and in debt until retirement :D

We are not sure which steps we could possibly already initiate in parallel with the purchase (of course in consultation with the seller).

One step you should take before is: to read the development plan.
