Sorry. Being of that opinion does not help. If you look in the regulation from 1977 The enclosing walls = exterior walls are included. By the way, this is still the case today. Floor area ratio / full stories = exterior dimensions. Maybe you are mixing something up, floor area ratio has nothing to do with gross living area anyway.
