Poor painting work or poorly plastered?

Hello everyone! Something is wrong here, but I am a complete layman and the painter blames the plasterer and vice versa. What is your opinion, badly plastered or badly painted?

Well, it has to do with the quality of the plaster. The question is what was agreed upon with the respective trade? I suspect Q2 for plaster (looks like it) and sometimes white with the painter (looks like it). If no preparation for smooth walls was agreed upon with anyone, then no one has done it either. By the way, this is also how it looks in my upstairs area in places where I did not sand well. In the ground floor, I had painter's fleece wallpapered (/had it done). There I have nice smooth walls and ceilings. I painted everything myself.

Please be specific once. What exactly do you think is wrong here? What is supposed to be wrong or bad? What was agreed with the plasterer and what with the painter? Who did what? It could also be a service delivered exactly as ordered. At first, I cannot detect any defects in the photos.

I think you can clearly see what means, but yes, that doesn't have to be a defect, depending on what was agreed.

I think that was exactly our mistake.
Plaster is Q2 and the painter just painted over it.
Can you tell me if it can still be filled and sanded afterwards or is it now a problem?

It's not about a defect. I just want to find out what happened and then have it corrected at my own expense. I suspect that no additional filling and sanding was done. Now I wonder if the painter can still catch up on that.
