Plaster or paint a wall made of formwork stones?

attached is a picture of a wall that the neighbor has built for us. Since the whole thing looks very unsightly, the question arises as to how to design it.

Actually, a plaster would be suitable, but I don’t know if it will last in the long run, since the wall or shuttering blocks can become damp. The neighbor has put a foil behind it and poured everything with concrete, but I would still be unsure about that.

Does paint hold on it?

Or just spray paint?

As it looks, it is not sealed from the back. Putty and paint won’t help with that.

I would work with facade panels there, but he should actually do that, not you.

Maybe talk to him once to avoid making a big deal out of it, since it is his wall. It’s best if he does it himself; if not, and if he gave me free rein, another option would be a slatted construction with any wooden cladding on top. Either way, it can look really nice afterwards; plaster or paint, however, are probably difficult there.
