Spontaneously and from the gut, I would agree. "Third parties" is a flexible term; however, if it serves the progress of your construction project, he can certainly communicate with the neighbors. His approach is by no means embarrassing; however, I find it unsettling that he does not discuss such steps with you. These are not trust-building measures.
I already suggested in my first answer that you contact the responsible chamber of architects. If what you write is true – and this is not a matter of "misunderstandings" – the architect is trying to enforce "his" idea of the construction project and not yours.

Is an architect allowed to carry out a signature campaign among residents in the construction area on behalf of the client without informing us about it beforehand or notifying us?
In a preliminary contract (project discovery contract), part of a paragraph states:
“With this contract, the ‘Name of the architectural firm’ is authorized to conduct negotiations with third parties and authorities.”
Are residents in the construction area included among third parties, and is he allowed to do this without informing us?
