Planning: 2 full floors required - From when is a floor considered full?

A look into the Landesbauordnung BW would have been enough ...

§ 2 Terms:

2. top floors, where the height of 2.3 m exists over less than three quarters
of the floor area of the story below.

then I misunderstood you, I was looking for a source for the nationwide accepted solution.
The Landesbauordnung you cited is known to me, but the Landesbauordnung 1964 apparently has a different regulation here. Moreover, 75% floor area and 75% at >= 2.3 m are something different. With 75% floor area, almost every house would have two full floors.

From when is a basement considered a full storey? On Wikipedia, I find the following text: Full storeys are storeys whose ceiling upper edge rises on average more than 1.60 m above the ground surface and have a height of at least 2.30 m.

If I now build the basement so that the ceiling upper edge only rises 1.40 m above the ground surface and the basement height is 2.50 m, is it then a full storey yes or no? What I mean is whether only one of the two criteria must be met or both in order for it to be considered a full storey?

That is stated in the building regulations of your state, you can try googling it (Wiki is not the right source for such questions, as Wiki is fed by us users) Or your architect should know!
