Maybe just become proficient in the German language and use the right words. It's not that difficult, but don't be surprised when the use of wrong words leads to wrong interpretations.

It is presented, and thus not sugarcoated.

PPS: The rights belong to the city and it allows the use as a public good. So no rights are affected.

Where has he become personal? I don't see anything about that, you obviously just felt offended. But Musketier is right, there's no point in discussing it. One should try not to interpret anything emotional into written statements, because that always goes wrong.
