Photovoltaic system at the multi-family house. 100% approval from the homeowners' association?

Good day.

A multi-family house is to be completely renovated.
The question arises whether a photovoltaic system will also be installed on the roof.
The multi-family house consists of 4 owners. So WEG.
How is the consultation/voting conducted to decide whether a photovoltaic system can be installed on the roof?
Do ALL owners have to agree?
Or - as is usually the case - does the majority count?
Does the owner of the top-floor apartment have to accept the installation of the photovoltaic system? The roof is common property!
Is such a photovoltaic system financed through the reserves? Or does it have nothing to do with the reserves?
Electricity is to be partially used by themselves and partially fed into the grid.

Are there practical experiences here?

A simple majority is sufficient according to the WEG reform. The majority decides on that – and in case of doubt, the top floor owner is outvoted. That is decided by the WEG. It can be, but does not have to be. I am not familiar with that in multi-family houses. If there are four owners living there themselves, it should work without problems. If an apartment is rented out, the term "rental electricity" comes up, which is somewhat more complex.

I don't see it that way!
A photovoltaic system is a major intervention in a multi-family house.
Here, the consent of all owners is required!
Simply overruling the owner of the [DG Whg] is not possible here!
Also, the reserves for maintenance may not be used here.
These are for maintenance!
