What service is provided at item 2?

As far as contractually owed: for example, soil survey, structural analysis, ventilation concept, possibly also technical building equipment. Basically everything that is necessary for the creation of the working drawings after the building permit ;)

Then the wording in the payment plan is somewhat unfortunate IMHO. They should have just written "After completion of the execution plans" or something similar ;-).
