It’s not that simple when building with a general contractor/turnkey or "turnkey" contract. With own work during the construction phase before handover, the general contractor usually turns a blind eye just with two eyes, because it is not desired that craftsmen have to treat a construction site, i.e. their workplace, with kid gloves. This should also be stated in the fine print for everyone. So it is officially not allowed or wanted, but only to be done after acceptance.
