The final purchase contract with the exact purchase price is only signed at the notary; until then, negotiations are possible. The seller can agree to this, but does not have to. Basically, with a used property, there is no entitlement to a certain condition; this only applies when buying a new house, as there are guarantees. Therefore, no notary will record any defects in the windows. The buyer usually has the opportunity to inspect the property thoroughly with experts; if the buyer does not find the defects, then he is simply out of luck.

Then you are at the stage where you know all visible defects and can accordingly make your final offer. However, you should have also known about the window etc ;) By the way, the bathroom accessories are just a metaphor :)
