The final purchase contract with the exact purchase price is only signed at the notary; until then, negotiations are possible. The seller can agree to this, but does not have to. Basically, with a used property, there is no entitlement to a certain condition; this only applies when buying a new house, as there are guarantees. Therefore, no notary will record any defects in the windows. The buyer usually has the opportunity to inspect the property thoroughly with experts; if the buyer does not find the defects, then he is simply out of luck.
