hello!

If you want to build a building that is exempt from approval or procedures according to the state building code, what could still stand in the way? In a property offer, I found the note that the property is "not buildable."

What causes could there be for this? What must be ruled out before buying the property?

A nature reserve comes to mind. I do not know the regulations for it, but I can imagine that even buildings exempt from approval may not be allowed to be built there.

There is no development plan, the plot is not building land, it is completely blocked by encumbrances, ... or it is a flood area, used as a flood basin, or... there are many possibilities.

So first clarify buildability, then think further.

What kind of 'approval-free building' is that supposed to be?
A fox den or badger sett may still be built without approval in the nature reserve, but it is only permitted for use by the corresponding building community Fox or Badger. However, anything that is to be used even as a toilet shed, garden shed, or even a residential building requires approval. Even if it is to be approved through the simplified procedure – in fact, in that case, a corresponding development plan is usually a mandatory requirement.

In Thuringia, toilet cabins would be, for example, exempt from approval, provided they are not located in outer areas, are single-story, and do not exceed 10 m² gross floor area.

Small wind turbines up to 10 m in height also do not require approval. Artworks up to 4 m in height neither. There are quite a few things like that. For these, a development plan and building land are not conditions, right?

No, but the open space plan: outer areas / nature conservation areas, FFH areas, forest,... You need residential, commercial, or mixed-use areas in order to be able to set up something like that. Just go to the responsible building authority and ask what is possible on the property.
