No heating is approved?!

In the summer of this year, I bought a condominium. I was informed about the age of the gas boiler, and I factored in the modernization costs for a condensing boiler. Now the old heating system is broken, and as absurd as it sounds, I am not allowed to install a new one.

The problem: The apartment is a townhouse, so chimneys and flues are generally not possible. The old gas boiler was operated on the exterior wall without a chimney. According to the district chimney sweep, modern condensing boilers are not allowed to be operated in this way; he would not approve it. Old gas boilers, for which this exemption for exterior wall installation exists, are no longer manufactured, according to my heating engineer and a second specialized company. Exterior wall chimneys are not approved because, due to the townhouse construction, they would have to be incredibly high (my apartment is the lowest of 4 apartments), says the building authority. Next week there will be an on-site meeting with the district chimney sweep and the building supervision of the city administration to take a look at the problem.

Unfortunately, this doesn't keep me warm either....

Can someone give me advice? I am sitting here frustrated with two freezing children with an electric fan heater in one room and not using the nice big apartment because it is cold.

Electricity is the most expensive way to heat, isn't it?
I actually wanted to continue using gas, if possible.
I have the gas connection, the radiators.
Otherwise, I would have to retrofit electric heaters everywhere.

One could install a small air-to-water heat pump with a split outdoor unit in that spot, replacing the radiators with low-temperature units. It depends on how much space is available; you would definitely need a hot water storage tank.

It’s not possible, the chimney sweep says quickly but he doesn’t provide a solution either, does he?

Chimney sweep, after all.
I'm not the only one who gets a casual answer without a solution from a chimney sweep.
The profession is not well regarded by several people I know...
