New Policy: Fresh Air Tower Mandatory?

Hello everyone,

our builder is having a warm air system installed. During the sample selection, it turned out that a fresh air tower is also necessary. Cost 911€. It was said that there is a new EU directive that requires this.
My question: Does anyone know this directive and if so, since when does it apply?
I see it this way: I have bought a heating system and it should work without any additional cost.

Hello, quite a few builders have significantly fallen on their faces with comparable systems. It is definitely worth having the concept checked in advance! Which one should that be? Moreover, directives are merely what they are and do not imply legal bindingness! That's right, perhaps the sellers already have doubts about the functionality. Somehow it will work, but whether it is also energy efficient is a completely different matter. v.g.

I inquired again just now. Apparently, since spring 2010 there has been a new guideline stating that a fresh air tower must be installed. Reasons are crawl gases, vermin, etc. Since I only signed my contract in November 2010, this was already known to my developer and he sold me a non-functional system. So it is actually clear to me that I do not have to bear these additional costs. Or does one sell a car without an exhaust system and demand an extra charge for it?

After a longer conversation, our developer explained the guideline to us again. A fresh air tower is not strictly necessary if the pipe in the wall that draws in the air is more than 50 cm above the ground. Since we have a hillside location, it could be possible to have the air outlet 50 cm above the ground. However, we would have to support the soil, create a light well, plaster the basement, etc. That would be more expensive than the fresh air tower, so we will take that instead.
