It is currently being acted as if the world were made of paper. I would call the municipality / the contact person and kindly ask. Just explain that you saw the piled-up soil there, whether anything will still be done with it and if so, what. You can simply say that you want to plan the costs a bit and are therefore trying to estimate. In my opinion, this has nothing to do with "annoying" and is not reprehensible. Most people who build are doing it for the first time, and wanting to clarify uncertainties with such an investment amount is normal and human.

Otherwise, keep in mind that municipalities are usually well-disposed towards their (new) residents and do not intend to take advantage of you / to pull the wool over your eyes. Behind the desks there are only people, in smaller municipalities probably ones who live there themselves. Less shyness, more approach people.

That’s right.

Just keep your feet still during the development: where wood is planed, shavings fall. The broom will only be taken out at the end.

Does see it the same way? Opinions on what normality means differ widely, though. ... which is occasionally the actual problem. They make human decisions but like to hide behind the opaque organizational structure when there are disagreements. Buying from a municipality may be less risky than from a shady real estate agent, but finding a solution in case of conflict is also more hopeless. The concerns of the OP are justified but have to be accepted.

That is also true, only one must not expect that development will be done budget-consciously in the interest of the client. Here you pay for the development and not for the execution. If the civil engineer buries all the dirt on a property, then you are just out of luck. It is different with earth piles, as these obviously were not present before.

I even see two: first, that the budget planning influences how quickly development takes place; and second, that the municipality might have the humor to carry out a surface-level development.

As a rule, the municipality is a business partner that has a strong interest in the satisfaction of the new residents. Individual persons may see this differently and cause some trouble – but with unobtrusive, friendly persistence, one always manages to get somewhere. Problems are solved when they arise. However, I would not dwell on them and lose sight of the goal.
