New construction on private property allegedly not possible/wanted by the authorities?

It seems obvious to me that they first want to sell the land with a development plan, simply because of the money in the cash register. Or people are supposed to be forced to renovate the old huts so that the town looks nicer again. I would show up there and if that doesn’t help, submit the matter in writing.
