Yes, you're right ... but the 18,000 are only given to you WITH a consultant. So do as Nordbayer says and find out what you need to change about your house to achieve kfw55. If it costs more than 18,000, it won't help you.
Personally, I wouldn't build anything below this standard, but everyone has to decide that for themselves ... With gas, you'll probably need solar as well ... and information about other materials is missing.
