Neighbor wants to plant a mountain maple

Hi, we bought a plot of land in a new development area in Hesse, and construction is starting here any day now.
Regarding our rainwater infiltration system, I had a house plan sent to me from our future neighbor (concerning the distance to the basement).

Now I saw that it was a planting plan that must be submitted to the authorities along with the building application.
It shows that he wants to plant a Norway maple relatively close to our boundary (about 3-4m distance)!

These trees are already 4m tall after 10 years and up to 16m tall after 20 years, almost twice as tall as our houses!
Final height up to 35m

Who puts such a huge thing in their own garden?

So far, I haven’t found much on the internet except that you apparently have to put up with a lot.
According to the Hesse building code/neighborhood law, “very fast growing avenue and park trees” must maintain a 4m distance from the boundary and “fast growing avenue and park trees” only 2m.

Which category does this Norway maple fall under?

And can I do anything beforehand? For example, request that he is not allowed to plant it?

I know from my in-laws, who once had a house and land, that you can’t just do anything on your own property. If the neighbor did not agree, it was not allowed.

I really don’t want such a tree because my whole garden will probably have no sun anymore.

Can I defend myself against it?

He also wants to plant a Japanese maple between our houses. But here there are probably shrubs that grow more in width and not in height. I could be okay with that.

I really hope there is a solution.
I don’t want an eternal neighborhood dispute!

A completely normal deciduous tree. If it stays 4m away from the boundary, you won’t be able to do anything about it. From my point of view, it is a good right of your neighbor to plant a tree to his liking on his property. I would be happy if the neighbors planted more trees. We have planted an oak in the front yard. How tall it really becomes depends on the growth conditions and, of course, on any possible pruning.

Yes, it is a stylish tree, but not in such small gardens. Maybe in open country. But when it loses its leaves, I have more work than with my 2 own trees, if I should plant any.

cool now they already want to ban normal trees in gardens. Are fixed usage times to be coordinated with the neighbor coming next?

A Norway maple is not a normal garden tree. It occurs, as the name already suggests, mainly in mountains.
