Yep, that requires a resolution. What does the declaration of division say, or what do the annual owners' association meetings say? You should have those available.

I see in b) that there are provisions and their amount is decided by the owners' meeting. It would make sense, of course, to manage them centrally to ensure that they exist when needed.
