I have now received the following, approximate response from the property management:
The wall is community property, which also shapes the external appearance of the complex. Therefore, the homeowners' association is responsible for the maintenance from the existing reserve fund.

This is of course a rather pleasing response and it is also understandable to me that the communal reserve fund is applied here, because in my opinion that is what it should be for.
