Nowadays, POE is mostly used for the cameras. You can rely on Hikvision, Axis, Mobotix without any worries.

Thank you! POE really seems very useful here.

I see that many cameras also offer storage on memory cards. This is then overwritten every few days, right? But if I am already connecting via POE, then I can surely also write to an external USB HDD somewhere inside, right? What other devices are needed in between?

My cameras also offer SD card storage, but I do not use it. How long recording lasts depends on the capacity of the card and the capabilities of the cameras. Anything from a few days to several weeks is possible. Because usually it happens event-based and not just 24/7.

You only need a POE switch and a suitable NVR. This can either come from the manufacturer of the cameras or be an independent model on a NAS such as QNAP or Synology.

Possibly the "Floodlight Cam" from RING might be an option.

Yes, sounds not bad as a complete solution (contrary to Mycraft's advice). Did you install it yourself or how do you know it?
