Ok. Then you see it the same way as I do. The species usage list therefore cannot apply per se without textual specification, right?

According to the text excerpt, I interpret them only for the mandatory plantings.

I think it’s great ... if only we had something like that too then they would stop making rock gardens in the front and turf in the back .... the height of ambition is putting a few raised beds on it and planting hydrangeas ... a tree? No one here has anything like that yet ....

That's really intense, I haven't read something so detailed before. But it only makes a difference if it is controlled.

Basically ok, I'm just a green soul, and unfortunately it doesn't work with voluntariness. Whoever owns land carries the responsibility for it. It's not enough to say "this is mine, so I can do whatever I want with it."

Unfortunately, this hasn't gotten through to many minds yet.

Unpaved areas are to be greened or planted. Each property is to be planted with a tree. Here are the rules briefly and concisely. This prevents rock gardens but does not restrict me. One person here planted a palm tree, which thrived. Another an olive tree. It also took root, as well as a blood beech, which is growing great. Etc.
