Land Register Entry Section II: Limited Personal Servitude

Hello everyone,
we have a land purchase agreement and still have open questions about one point:
It concerns a plot of land in a new development area. The development works (road construction, lighting, compensatory areas…) are still ongoing. In the land register, a limited personal easement in favor of the city is registered under Section II that grants the city the right to use the land for embankments, excavations, and retaining walls and also to enter the land for this purpose. Otherwise, the plot is unencumbered.
According to our notary, this is apparently common in new development areas to enable development and according to him unproblematic. The city could not provide a clear statement on the exact usage.
Since I have found nothing on this topic via Google and the search function, I just wanted to ask here if you have had similar experiences or can say something about this.

Completely normal. We have that too, as the cables for the street lighting lie along the edge of our property.
