KfW70 only with heat pump now?

it only talks about the KFW expert. The approval is or it is named and also listed with KfW. The question is whether there is a contradiction between planning and acceptance? derbjörn also talks about the Energy Saving Ordinance.

I will check that again, as the architect is working freelance for the developer. No idea if the wording is legally correct:
"The expert must be commissioned independently in economic terms for the construction project. In addition to consulting, planning and construction supervision for the project, the expert must neither be in an ownership, corporate or employment relationship with the construction companies or suppliers nor mediate deliveries or services."
