Your statement is unfortunately semi-correct. I have just called again. The second contact person confirmed the same to me. The reasoning is actually quite simple. It is not the person who is funded, but the object. That is why it is sufficient, even if you build together, to submit the application as an individual.

That it can be done this way does not mean that it is correct.

What is really correct? In the end, the result counts. As long as the grant is paid out, I have less work by identifying only one person, and the result is the same.
