KFW funding for demolition and replacement construction

Good day,

I found a company at renopan on the topic of serial renovation that promises that when demolishing the Okal house and putting a new prefabricated house on it, you receive the funding as a renovation project.

Has anyone had experience with this? My research has yielded contrary statements.

"In particular, in the case of partial demolitions or demolitions down to the foundations or base slab, the question arises as to whether the project should be classified as a new building or renovation, also for the KfW funding programs. The KfW does not make a legal assessment of projects but bases its decision on the legal classification of the construction project as renovation or new building. If your project is a renovation according to the building permit, then it is eligible for funding under the product 'Energy-efficient Renovation.'"

Demolition and new construction is not renovation. There are clear definitions of what renovation means. Although one may like to interpret some words or phrases differently, taking the clear statements into account, new construction is not renovation. Also, there was a house standing before which was demolished.

We have already discussed the topic here: and here: and moreover several others on your actual topic (if this is indeed about wanting to renovate an Okal house). Or is it your intention to claim funding despite a complete replacement of the house, whose actual funding purpose is renovation? I would base an assessment as a renovation on the degree of similarity that the after-house has with the approved plans of the before-house, and how many construction components are reused. Basically, you can completely gut an old prefabricated house, strip the interior panels and then replace all materials. As I interpret the description on the website of the mentioned company, they rather want to prefabricate a clone of the existing house like a new prefabricated house in the factory, which in my view is not a renovation. But judging by your quote the KfW here virtually "submits" to the assessment of the local building authority.

Thank you, that helps me further :) Apparently, the local builders were also able to apply for the renovation loan. The house is heavily contaminated (report available), so replacing individual elements would not be effective. Therefore, a complete replacement of the elements.

Owner A wants to sell a property with a house. Buyer B does not want to deal with demolition but simply wants to build new. Owner A demolishes the house and sells the empty plot to Buyer B. Buyer B builds and applies for KfW Energetic Renovation?

Normally, the construction of a house is considered new construction. There may be under 1,000 cases where it turns out differently because there are exotic conditions that can be helpful. For example, in my neighborhood, a building was completely demolished. Only the facade facing the street remains at 2 meters height. It stays (but must be renovated) and will be integrated (however, we’ll see when construction starts) into the new building. This makes boundary development possible for a larger multi-family house with several floors facing the street (sidewalk). Loophole...
