Is the community required to develop if a development plan exists?

Your "problem" is § 123 para. 3 of the Building Code. "There is no legal claim to development." One could try to proceed via § 124 of the Building Code, but that requires an investor. Additionally, § 125 para. 3 is a bit of an obstacle. But without development, no building permit :/

Hello Specki you have good arguments. The municipality does too. Suggest a deal: you build the road, the municipality lays the pipes during construction. You put up the money. It would be a win/win situation. I also built the 29-meter road from the main street to my garages myself. It's not that bad. Steven

Phew.... I think these costs exceed our petty cash. What did you pay for the 29m street? I fear they won’t agree to it because they probably want to replan once more now. But maybe one could simply extend the gravel path to the back. Don’t know how much effort that would be. Honestly, that would be enough for me.

since I built the street myself with 3 men within a week (costs about 10,000 euros, man-hours, materials and machines) I went all out. 90cm excavated, reinforced L-beams on the right, thick foundation on the left, filled with RCL, gravel on top and "Knochensteine". For you, excavating 20cm and filling with suitable material would certainly be sufficient. You could support the development with appropriate channels. After all, you want to build.
