Is it possible to combine district heating and local heating with air heating? New construction

Dear forum,

I have a problem understanding the possible heating options I could have.

We have a connection obligation to a local low-temperature district heating network in our new development area. The network is a geothermal network with probes and has a temperature of 20 degrees. So 20 degrees arrive at the house connection point, where there is a heat pump (still owned by the network operator) that heats the water to the desired temperature and then transfers it, for example, to a hot water tank or and/or directly into the heating circuit.

Key data about the planned house
- 150m² living space
- KfW40

1. Of course, I can heat well with underfloor heating using this, right?
2. I would prefer to use a ventilation system with heat recovery and then also heat via this. Can I use the system for that? Is it perhaps even common that the heat exchangers in the ventilation system are water-air heat exchangers?
2a. There is an additional option for "temperierung" [temperierung], then I could also cool with the system, right?

Yes, this local heating network and the contract is really a shackling contract and the connection costs of €27,000 are, in my opinion, extortionate, but we don’t need to discuss that here, please.

a) what kind of device?
b) does the supplier even allow that? (keyword: additional heat sources)

Thank you, Why would one need to know what kind of device it is? I have a heat pump that produces hot water, this belongs to the supplier so I have no influence. On the other hand, I could choose the ventilation system myself. There should be a ventilation system that uses heat from the water to warm the air, right? Or where is my flaw in reasoning?

Why do you even want to heat with or through the ventilation system?

- no radiators
- no expensive underfloor heating
- pollen-filtered fresh air
- air does not come into the house cold

No, there really isn't. Because those are two completely different things - one is a VENTILATION system, the other is a HEATING system. A ventilation system only circulates a small amount of air, so it is practically not possible to heat with it.
