Is final acceptance by the building authority mandatory for private houses?

As a building owners' association, we joined together in Ortenaukreis/BW and built a six-family house.
Now, about 5 years later, the building authority is saying that the final inspection was not carried out and should be done as soon as possible.
We all assumed that it was done back then.

Do you know if the final inspection by the building authority is mandatory here?
We have received different statements from various architects, including that in privately built houses it is not necessarily required.
But what is correct and where is this stated "in black and white"?

That depends on whether the acceptance was required in the building permit, § 67 Landesbauordnung BW

In SH, a completion notification must be made and the building must be surveyed for the land registry office. Now it is up to the office to decide whether it is satisfied with this or wants to verify it through an on-site inspection.
