But only taking into account the two subsequent clauses:
Unless the development plan provides otherwise, in individual cases the compliance with the limits resulting from sentence 2 may be waived
1.
in the case of exceedances with minor effects on the natural functions of the soil, or
2.
if complying with the limits would lead to a significant hindrance of the appropriate use of the property.
