Insulation despite moisture in the house

My house is 70 years old, with thick walls made of brick. One side - west-facing - is nicely decorated with motifs and faces directly onto the street: external insulation is only possible to a limited extent (a few centimeters). We share 2 walls with the neighbors, the fourth side is free. There is a basement that is about 1.5m deep in the ground. Part of the house lies directly on the ground, without a basement and insulation. The whole building is damp: the moisture comes from the side and from below into the basement and moves towards the ground floor. The windows are old. I want to insulate this house from the outside. To give a reasonable answer, your house would have to be inspected, the moisture content (where exactly the moisture occurs) measured, and so on. Find an appraiser - specializing in old properties - near you and discuss the project with him. He will also be able to give you reliable figures regarding the expected costs. Sure, it costs money, but money that is very well spent, because the appraiser also assumes liability with his assessment.
