Installation RC2 window - Are the panes glued to the window frame?

Hello, we have 2 questions:
- Are the 10 mm VSG P4A panes always bonded to the frame of the window in RC2 windows/sliding doors?

- Should the P4A pane be installed rather inside, in the middle, or outside by the window manufacturer? (we would have the choice) What are the pros & cons?

We were explicitly asked whether it should be glued. According to RC2, it must be glued. In our case, the glass on the outside is P4A.
