So, our construction company has taken a position and informed us as follows:
"We had an appointment this week with a publicly appointed expert and also discussed your case.
The expert confirmed that the weather conditions of the last 8 weeks have never occurred before in this way.
Considering that there have been no problems since you moved into your house, it appears to us
that water has accumulated at the house. The water could not infiltrate quickly enough and the masonry was permanently in water.
The sealing systems installed by us do not work against standing/pressing water.
We offer to remove a stone from the sill to check the sealing on the element.
Execution would be scheduled in the next calendar week after consultation.
We additionally recommend you to modify the laid terrace. The execution does not comply with DIN regulations.
15 cm below the water-bearing level are required.
In the event of short-term rain, the current execution works, but it is to be expected that the storm-like continuous rain
will not remain an isolated case.
I advise reworking the terrace and the connection to the building.
We are very aware of our responsibility and have the greatest interest in a lasting solution.
You should dry the damp spots with a fan heater to prevent mold formation."

Our paving stones start about 10 cm below the upper edge of the sill. Is this too high? Below that there is also enough gravel and around the house there is a drainage.
