Rule of thumb: 1kW heats 1000l of water by 1 Kelvin in one hour

22 people x 45l (at 38°C) = 1000 liters
With a cold water temperature of 8°C this results in a DeltaT=30k
13kW equals 13 K per hour
The storage tank is charged within 2.3 hours.

So it could work.

Whether the boiler is heated to 55°C and accordingly less hot water is used does not matter.
