Impact sound penetrates through the ceiling

Absolutely justified question, but others see/hear it exactly as I do, including the tenants above me, who are basically responsible for the impact noise and are now really making an effort. But that doesn't help much either. Furthermore, thank you for the additional responses. I am only a tenant myself, so I can only act to a limited extent. As mentioned above, the search for an apartment (no matter what kind) took 6 months. I might want to go through that again in a few years. Besides, I was quite lucky with this apartment in every respect. Just not with the noise.

Hello "bueeyes". Sometimes the way of conversation is much more meaningful than you initially think. Suggestion: For a few days, note at which times the disturbing noises (if possible in which of the rooms) can be heard and talk to the resident of the apartment above you. The impact sound insulation effect can, for example, be transmitted through a few small sound bridges. For example, before the floor covering (above you) was laid, when the smoothing compound was applied and the leveling compound (even only partially) ran into the edge joint of the screed. Just talk to the resident and work out a solution before you ruin your nerves.

Of course, I have already done that and the tenant understood it as well... but it doesn't help. The construction management, etc. was here now and was able to reproduce it by having people about twice as heavy walk barefoot and stomping through the apartment! The tenant steps so extremely with her heel that even normal walking is still louder. One could carry out an impact sound measurement and/or remove all the baseboards to check the edge joint. That will probably not help. Apparently, she is already making an effort and now wears slippers... but not always. Currently, Sunday morning, she has been walking like an elephant through the apartment for 3 hours. Is there any other way to do something about it? Without her changing her unbearable and never before experienced walking style, this apartment will remain uninhabitable (I only sit here with headphones now). Helpless

according to your description, this is not only an unpleasant situation but also one without any apparent solution.
There are only 2 ways of thinking: stay and suffer or move out.
If the impact sound insulation is demonstrably in accordance with the standard, nothing more can be done!
Or you take the legal path with all its risks.
How I would decide myself, I couldn’t even say.
All that remains is a word of sympathy. Although that is of little help!
