The invoice arrived after about three months. Then another two, until the notary could apply for the registration in the land register, the registration itself was eleven months after the purchase. I believe, however, that this all depends entirely on the location; every tax office is different in speed.

You do not need to be registered in the land register to start construction. After payment of the purchase price, the property belongs to you.
