The vibrating is supposed to encourage the structure of the bulk material layer to compact densely, thus practically creating the stable final state of settling before the surface layer is applied. Vibrating the surface layer would cause each individual paving stone—which is already densely compacted and stable—to oscillate, which basically creates material fatigue in fast motion. A trade magazine that would have recommended this would, in my opinion, have to have been an April issue.The substructure and the paving must be vibrated! Otherwise, the pavement settles unevenly.
