As someone who works for a company whose products are also regularly tested by the foundation, I can say that the test results are not bought. As far as I know, the company does not have direct influence over which product is tested or send specially prepared test samples. They are ordered just like any other.
What is purchased is the license to use the test seal in advertising.
The significance of the test results or the test methods may, depending on the product, certainly be questionable, but that is another matter.

The same applies in my opinion to the Blue Angel - the owner of this quality seal is the Federal Ministry for the Environment, and the testing is done by RAL. It should also be quite neutral...
