Your thermostat is probably defective and no longer regulates.

The radiator thermostat valve controls the flow through the radiator so that the set target temperature of the room air (at the thermostat measurement point) is reached as accurately as possible.

The valve does not just turn "on or off" but regulates the flow rate through the radiator in intermediate steps between these extreme values.

The statement by is incorrect.
