Hi, or the social welfare office has announced that the costs for the upper apartment will no longer be covered from January. Now they want to avoid suddenly having a family in there who doesn't pay rent, but whom you, due to the situation (the landlord worst case is the single mother with three children), would never get out of the apartment. Or the social welfare office is putting pressure the other way around, that the landlord has to renovate the upper apartment. Either way, someone wants to get rid of a problem.
But apart from that, if she really has a lifetime right of residence WITHOUT having to pay rent, she would be totally stupid to even think about buying the house. Then she would pay the purchase price of the house for exactly what she has today, plus a lot of trouble and bills.
